There is a train station inside Manchester airport with direct trains to Liverpool. July is a very busy time in Liverpool with a busy and fast growing tourist trade and, therefore, whilst there is a plentiful supply, hotels should be booked early. If you have difficulty or wish to budget on the hotel cost, you should check out hotels  on the Wirral which is on the other side of the  River Mersey. There is an excellent local rail service (Merseyrail) with fast frequent commuter service direct into Liverpool city centre.
